Where did you get this domain? A whois lookup on hs.vc makes it look like a domain in itself, and a whois lookup on vcs.hs.vc just pushed me to hs.vc. This shows that it is in fact a subdomain, and the error you get when you try to add it is correct.
As you’ve already been told, you must add the base domain to your account first.
Then why, eu.org subdomain are allowed?
The main rule is that we do not allow third party subdomains to be hosted with us. You can use your own, full domain names, or you can use a free subdomain provided by us.
The client area uses the “official” Public Suffix List to determine whether a domain is a subdomain or real domain. hs.vc is not listed at all in there, so basically nobody considers it to be a real domain extension.
We do not have a list of custom overrides to the PSL, and there are no intentions to do so either.
Note that the hosting control panel may have their own internal list regarding which extensions are valid or not. If so, you may be able to add domains through the control panel which the client area doesn’t let you use.

Sure it can. The owner of hs.vc can submit their domain to the PSL.
