The values were at 000 before you even created this topic. If they were not, you never would have had the need to come here in the first place.
Knowing now that the value was 000 (Or ---------) you couldn’t have possible downloaded the folder, as the filesystem would have prevented you from doing so.
In any case, you certainly couldn’t access it, and neither could the client, hence the reason you need to reset it.

I am making an educated assumption that is almost certainly true. Back in the beginning, you posted an image proving that a client device could not access the plugin folder, or at least its contents. Either the CHMOD was at --------- (000) when the issues started, or there are multiple issues going on.
In either case, re-installing WP should fix this.
