Beep boop, I’m a bot! I dug through the forum to get you started. I sometimes get things wrong though, so do with this what you will until a human has a look.
Your account is suspended for abuse (since 4 November), and suspensions aren’t handled on the forum. The suspension page you quoted says that to find out why it was suspended, get it reactivated, or request a backup, you need to submit a support ticket. Your database is part of that backup. I couldn’t find anything that gives access to it any other way.
Another user asked for the same thing, and the answer there was the same: ticket, not forum.
The page you quoted also says suspended accounts that aren’t reactivated are deleted automatically after 20–60 days. So it’s worth submitting the ticket soon, and asking for the database backup in it.
