You clearly know that there is a system wide block on Yandex crawlers, and you see that the crawler is being blocked. I’m assuming you also looked for a way in our panel to disable that, and/or checked our forum for help, and came up empty.
So I think you already know the answer to your question.
Just to spell it out for the inattentive reader: yes, there is still a platform wide block, and no, there is no way to disable that. This has been the case for quite a while, and we have no plans to change this any time soon.
When you find previous information about how our platform works, and the evidence you see suggests that it may still be correct, you can safely assume that is probably is.
