You’re currently at 100% inode usage, which is why you’re unable to create or upload any new files or directories. You need to remove some files and directories from your account to make room for the new plugin.
You can do this by removing old uploads, folders, files, script and so on. Alternatively, you could move some of the domains on your account to standalone hosting accounts, which have their own inode limit.
But my issue is my htdoc folders has locked and doesn’t verify any tool (ex :- Google search console, adsense, tag manager, Google analytics ) any Plugin doesn’t install directly or doesn’t activate or deactivated due To perform the requested action, WordPress needs to access your web server. Again, you’ve hit the inode limit. Because of that, WordPress cannot create files directly or with FTP, any HTML verification files cannot be created and and plugins cannot be installed.
You must reduce your inode usage. It’s the sole cause of all your troubles.
