First thing to be aware of, free hosting and premium hosting are completely separate. So you can’t judge one by the other.

If your site was violating the rules or exceeding limitations then the hosting account itself would be suspended. But as it is both me and dan can access your site just fine.
Can you please show us a screenshot of what happens on your end when you try to visit your site? I suspect the IP block list showing “all” is merely an invalid entry. And regardless you can delete those entries from the block list yourself.
It can’t be deleted; it doesn’t let me. But It just loads the loader; the site is not accessible. Thanks for testing but I see it shows only the loader; it doesn’t go tru.
This tool is very unreliable when you have complex .htaccess rules. You may have a deny all rule on some important file and this tool will just take that as is without looking at the context and shows a ghost entry of “all IPs being blocked”.
Your issue is not “IPs being blocked”. Please look at somewhere else.
