Like can I not host domain like .com … or cannot make a website where people can search and download .apk or other softwares with infinityfree hosting… what it actually means?

It means what it means… You are not allowed to distribute such files here.

About the .com though, no it has nothing to do with the domain name. It is an actual file type just like .apk or .exe which means (older) MS-DOS executables.
