My website database is available but htdocs folder empty and 404 error. How to ran a website again.

Just, if you really need help, at least spend some effort and reach the active_plugins field. Just screenshoting your options table provides zero useful info.

not active_plugins was found
Did you see there’s a pagination on the bottom of the screen? The active_plugins can be on any page.

Download a fresh copy of WordPress from wordpress.org 1 and extract it locally.
Copy wp-config-sample.php into wp-config.php and change the following lines:
I dont understand in this line

After downloading WordPress the next line will be super clear.
