Yes you can make it as long as you don’t overload the servers but I doubt that the servers won’t overload (unless you get many visitors and users) and don’t recommend you using free hosting for a social networking site.
Premium Business plan should be ok and I recommend you to choose VPS or Dedicated Server in creating a social networking site.
Just don’t exactly copy an existing social network and make your website pretend to be that social network. As that would be phishing and is not allowed.
Beyond that, you should be good to go.
If you get more users, you may need to upgrade at some point, but it’s impossible to predict when that’s going to happen, so no need to upgrade preemptively.
