No, it’s not possible to setup a VPN on any web hosting server as far as I know. It’s not possible with us, and I don’t see how that could ever work.
On a VPS, you can setup a VPN like Tailscale or Cloudflare Tunnels to establish a private connection. But on a web hosting account, you just don’t get that kind of access to the networking configuration, or the granularity to be able to configure this for your just site.
If you want to securely connect from your website to your own network, you can establish a secure connection with a combination of HTTPS, port forwarding and some kind of authentication of your choice. To connect from your network to your website, you can use HTTPS and authentication too (no need for port forwarding, websites are already reachable), but you could skip the authentication in favor of IP access control.
Please consider that web hosting is for websites, and these kinds of private connections are generally unnecessarily complicated for a website.
