Can I host a Video Streaming site, i’m not going to upload files like(mp4,avi,etc)
i want to just upload website code and using embeding or url system to play videos,
will it be ok , without violating the rules??
Only if those are your videos or you have right to share those videos and you host them somewhere else.
If you own, or have permission to use the videos, and they are hosted elsewhere, you should be fine.

i’m going to host/upload those vedios on another hosting platform… and the frontend host here for surfing
You can do that only if those are your videos. Because linking to someone else work without proper permissions is also not allowed here or any other premium hosting services.
Until you get offshore hosting.
