Unable to connect

Then you are thinking it wrong, because you don’t connect to FTP servers with a browser. It’s not even a correct way to check it.
I have it working now, I just thought that if I couldn’t connect to it in the browser it was down.
Please understand that a web browser can only connect to websites. There are however many protocols for connections over networks for a wide range of purposes that have nothing to do with serving web pages, which browsers can’t use them.
So our FTP servers, databases servers and DNS servers will all not work if you try to access them from your web browser. Because they only accept FTP, database and DNS connections, not website connections.
So as a rule of thumb: if you can’t access something with a certain tool or protocol, that only means it could be down if you know that it’s supposed to be possible to connect to it with that tool or protocol.
