Thats normal. It reconnects when you attempt to upload or download a file.

Yes, that looks like you are unable to FTP at all.
To begin, it would help a lot if you can enable more detailed logging in FileZilla and share those logs here. FTP connections can have timeouts in multiple stages of the connection which could indicate different causes.
Something else you could try right now is to connect over a VPN, as that lets you bypass any kind of network restriction or configuration problem.
