If you can’t open the control panel, FTP access will also not be enabled, and if FTP access is not enabled, the file manager will not work either. So if we can get you into the control panel, everything else will start working too.
The control panel itself seems to be working fine from here, and I can’t think of any reason why you wouldn’t be able to access it.
Could you please try to access it with a VPN and see if you can enter the control panel that way?
