so… should i just spam create websites to avoid this? or can an admin make the website protected

If you were able to build a tool which stops DDoS attacks while leaving the website accessible for regular traffic, you’d probably win many awards for it. Because nothing that remotely resembles something like that exists.

There is no switch I can flick to protect your website against attacks. And no: Cloudflare doesn’t stop all attacks either. And no, creating more websites is also not going to help.
