Hello, is this anyway to host a WebSocket Server and Ffmpeg ? can i create Server starting the both libraries for free ?
I think it will be very difficult to find free hosting for this.
The nice thing about hosting PHP websites is that PHP is executed on-demand. So a website with no traffic consumes no server power, which is great for free hosting where most sites get very little traffic. Running a websocket server requires running a continuous process, which takes server power even if nobody is using it. That’s inherently more costly.
FFMPEG is a media transcoding library, and media transcoding inherently takes a lot of processing power, which is way more than we can provide for free (and many low cost paid plans for that matter).

Thank you very much for reply, i know the most of webs have limit about hosting and im really not trust that web will be hosted for free and for a long time, really thanks for this free host and im sorry for this question, infinityfree best web for hosting and for free, thank you again.
but wait wait are i can host phpmailer ? 
if this really and im sure this i can thats amazing thing because phpmailer not need server to host server.
Yes, hosting PHPMailer with us is no problem at all! We don’t provide PHP mail() support on our hosting, and we don’t have any SMTP server you can use. But if you can get an SMTP service elsewhere to send you email (even a free Gmail account would do the trick), you can use PHPMailer to send email from your website with us.
