Where are you trying to submit the sitemap?
You go to https://search.google.com/search-console/about and verify your ownership and you get your valid sitemap from there. For more information about google search console you can find it in youtube.

I think the issue here is caused by the ampersand character on the last URL present on the sitemap, which wasn’t supposed to be there on the XML file; so if you correct the issue you can submit the sitemap to Google without problems.
