Also, I think YouTube converters are not allowed on free hosting because, if your users are using your converter to download music, that is probably illegal and also violating YouTube’s terms of service; I don’t know if someone got suspended for it, but prevention is better than cure. You might be better off reading the Terms of Service before you do anything else.

I tried release this project because i seen so much site but there are most contain ad virus and popup ads which is not safe but if that illegal i am going to delete
If you have a site that allows downloading of any (public) video, then yes, you’re probably committing copyright infringement, which is illegal.
If you make a video, then as the author, you are the owner and copyright holder. If you then upload that video to YouTube, you give YouTube a license to use your video. What YouTube and YouTube users are then allowed to do depends on what the video creator wants.
Creators can publish their video under the Standard YouTube License or under the Creative Commons License. Videos on the Standard license can NOT be legally downloaded, because the creator only allows YouTube to stream the video on their platform. Videos on the Creative Commons license can be legally downloaded and redistributed (as long as you release it under the same license and credit the original creator).
So unless you have a check in your software that only allows downloading of videos licensed under the Creative Commons license, you’re probably enabling video piracy. Which is illegal.
Then there is also the part of abusing our server power and bandwidth to download and share the videos. That’s not illegal, but it’s not allowed by us, and is grounds for us to terminate your website.
According to the DMCA I think, simply providing tools to the public for copying media doesn’t commit piracy. This needs to be verified though as I cannot remember it well.
So a website that allows you to download movies from Disney+ is legal and not piracy? I’m pretty sure Disney’s lawyers are going to disagree with you on that one.
Just because something is publicly available does not mean it can be publicly distributed.
That might be the case yes.
But that would simply mean that creating the software to build a YouTube downloading site and sharing that software is not illegal.
However, when you then use that software to download videos to your website and redistribute it on your website, then you are definitely pirating those videos. Because you are redistributing the content to the visitors of your download site, which you are not allowed to do.
