And if you’re just asking this to “test the response of support”, then please keep in mind that this is a community forum, most people here can’t actually “do” anything. And this is a free service, so don’t expect 24/7 staff available to help you.

I’ve never understood why people ask this question. All web hosting comes with some kind of control panel. Web hosting by definition doesn’t come with direct server access (that would be a VPS or dedicated server, not web hosting), so the only way to configure your account is through a control panel. The only alternative I can think of would be to have staff do it for you. But that would be insanely inefficient use of time for help desk staff, which is already the biggest cost center for many hosting companies.
So this is a serious question. What would web hosting without a control panel look like? Have you seen or used companies like that?
We don’t provide an SLA, and we’re not going to “guarantee” uptime. Having uptime guarantees means that there needs to be some mechanism in place in case that guaranteed or agreement is not met (otherwise, it’s a meaningless phrase). And both “we’ll give you a discount on next month’s bill” and “we’re going to pay you for damages” doesn’t really make sense for a free hosting service.
SLAs with teeth are mainly interesting for enterprises, who pay enterprise level money, have enterprise level stakes in the operation of the service, and have a team of lawyers who want that SLA stick to beat their supplier with if they don’t meed their obligations. For everyone else, it’s little more than marketing fluff.
