Hello, I know this must be asked a lot, but about the rule of “No hosting downloadable content” sort of stuff, does this mean like no letting people upload stuff and make it downloadable, or is it literally impossible to upload a ZIP file and let people download it from my site?

You can use a third party service to host downloadable files. In short, download files is OK, but the source shouldn’t be the free hosting.
