I personally sense a corrupted install. You can also try upgrading WordPress to the latest version, 6.6.2, before trying anything.
Did you also click the Active button to enable the extension on your website? Simply installing the plugin is not enough, you also need to active it to actually get the features.

Why can’t your edit the file? What error do you see? File permissions are set so you can edit the file and the server can execute it, permissions don’t need to be changed.

Your wp-config.php is already set to permission level 0644.
I’m not able to reproduce that on my end. Can you please share a screenshot of what you see when you try to save the file?
The online file manager has stability issues sometimes. Could you please try editing the file on your own computer and uploading it through FTP? Filezilla is usually recommended for this.
