First of all, please note that you can edit posts shortly after writing them, and that individual posts can be quite long. No need to write 3 posts in 2 minutes.
As for your question:
I can see why you might think that, but no, that’s simply not true.
And you would know this, had you read and understood the article about the limit instead of just looking at graphs and assume causality.
CPU usage and visitors are not the same thing. Yes, more website traffic does generate more CPU usage. But the CPU usage highly varies based on your visitor’s behavior and on what your website code does to accommodate that behavior.
It’s entirely possible that the next time you hit the limit, your website got 800 visitors (who viewed fewer pages) or 200 visitors (who viewed more).

50,000 hits, and as much as you can sustain within the CPU, entry process and other server power limits.

so traffic is not even close to the problem.
Then I think the problem is plugins
Please I have 21 plugins might it be the problem

No website of that size should need 21 plugins.

There is no limit to how many plugins you can use in free hosting, the limits you should watch out is the server resources limit (this includes CPU limit, Entry Process limit), the more plugins you use the more and faster your site becomes resource hungry and requires too much server power to execute stuffs and that will absolutely result in a suspension of your hosting account once reaching the said limits.

Well, you can try using a Heartbeat Control plugin.
