This seems like more of a phpBB issue to me than a hosting problem, and I’m not sure if there are people on this forum who have enough experience to help you with phpBB specific stuff.
A quick Google search for “phpbb this board has no forums”, shows me a number of results from phpBB’s own forum.
Those posts suggest to me that you need to create a forum in your forum (which is like a category of categories?), and that you very carefully need to check the permissions on that forum. Because, as a staff member says here, forums do not have permissions by default. So if you want people to be able to see it, you need to give them access first.

If you want to know more about this, please search the web first (all I’m telling you here is from checking the first few results I get for Googling “{software name} {error message}”). And if you do need more assistance with phpBB, please consider asking it on the phpBB support forums, because you’ll find a lot more phpBB specific knowledge there.
If your forum is public, the easiest thing is to just copy the permissions.
