Just some screenshot data points showing typical scam ads here - I wonder if the owner can block this category somehow? On a support forum, having giant ads which say things like ‘Activate now’ is a little worrying for anyone not paying attention. I know there’s the grey text saying ADVERTISEMENT but still…
The second screenshot shows what happens if you click it - you get thrust into a payment screen that’s not trivial to back out of etc. (‘Cancel’ doesn’t work, etc)
Maybe make the ADVERTISEMENT text black rather than grey? Or maybe have smaller ad blocks, so that the ads look like banners?

Regarding the questions you asked:
The listed category of these ads is “Mobile App Utilities”. Which is very vague and very broad and covers many legitimate ads too.
The ads being this big is pretty normal behavior on mobile. There isn’t a lot of width so you naturally have to use a lot of height to display ads in a helpful size.
The design changes are pretty difficult considering it’s all managed by Discourse.
I do agree that these ads should be blocked, and maybe it could be made a bit more clear that these are ads. But the tools I have to do so are pretty limited.
