Most likely concrete5 CMS is not suited for free hosting.
Please try other alternatives

You can tell if it’s possible or not. As you can see by the error message, you’re only allowed to run up to 100,000 queries per hour.
You may also want to check if Concrete5 is available on Softaculous and try installing it through there, because Softaculous tends to be less affected by account level limits.
