We obtained a free hosting subscription from you to teach WordPress to my students at the university. After about 15 students completed their WP installation, access to the websites was restricted on the university’s network within 20 minutes. While we could access the sites using mobile data, they were not accessible through the university’s network.
The university’s IT team stated that the hosting provider’s actions were flagged as spam, which led to this restriction.
Could you confirm whether this restriction was imposed by your side? If so, we would kindly request your support in lifting this restriction for at least three months.
This sounds like a very likely explanation of why you are unable to access the hosting websites.
However, then you must understand that your university’s IT team is blocking access to our hosting. They apparently believe that our hosting is a big source of spam so they are blocking access to it.
And since it’s your university’s IT team blocking the access, only your university’s IT team can give you that access.
Unfortunately free hosting domains tend to:
1- attract a lot of people using them for spam
And
2- be flagged as spam by filtering services because they tend to just block the whole top level domain
To get around this, you could get a custom domain through a service like nic.ua (you can get a free pp.ua domain there)

Can you please get a definitive answer from your IT department whether they are blocking access to our servers or not?
The messages I’m seeing from you are a bit unclear whether your IT team blocked access to us because of spam from us, or because they believe that we blocked the university for that reason.
If you do believe that we may be blocking access from your university, can you please share the IP addresses or IP ranges where the traffic from the university is coming from? I can try to see if maybe we are blocking traffic from the university, but then I need to know where that traffic is coming from.
