It might still be possible through a desktop FTP client. The PHP chmod function is disabled and the file manager just doesn’t have this feature, but the FTP server itself may still work.

The permission is set to 755 that functionality will work for all web software. However a lot of Devs look for 775 which in this case shouldn’t be needed
