You can install that plugin with a FTP client like FileZilla, the zip file you can get from here, and these instructions.

For me it loaded in 2,5 seconds. Depending where do you connect from

For me it takes just a second to load (not considering the host resolving times, that may take in some cases even 5 seconds; at the time of editing this post I’m also at home). It also depends on the speed of your connection and where do you connect from.
