The open_basedir setting is there to ensure that other accounts on the server can’t access your files. This setting cannot and will not be disabled, that would be irresponsible. I’m not sure why your software says that this setting needs to be disabled, but if a piece of software tells you to disable a quite important security system, I would be worried about how safe it is to use.
