Do you use Cloudflare with Flexible SSL? That’s known to cause redirect issues. @Ergastolator1 wrote some instructions about how to fix this some time ago:

Try to set the SSL option to “Flexible” on Cloudflare and configure WordPress to use HTTP URLs with this guide: Go to your Control Panel, then click on “MySQL Databases”.
