The forum here runs on Discourse, a docker-based open-source software.

Be advised, however, that Discourse is quite a heavy platform, and requires at least a VPS to run on (it is not supported with shared premium hosting, and definitely not with free hosting).
For something like a college community as you said you may wish to look into lighter alternative options such as Flarum.
