The easiest and most reliable way to move any website is to the following:

  1. Download a copy of all your websites files through FTP.
  2. Download a backup of your database through phpMyAdmin.
  3. Create a new database on the new hosting account and restore the database backup.
  4. Update your website’s configuration file (I believe the file is configuration.php for Joomla) with the settings of the new database (you can find them in the control panel).
  5. Upload your website files to the new account with the updated configuration file.

As for FTP software being available for phones, I don’t know. Website administration is much easier from a desktop or laptop.
