Exactly what it says. Right now your trust level is “new user” so some functionalities of the forum are very limited for you. Once your trust level is “member” you’ll have some less restrictions.

After reading all of that, you could read some documentation, some community guides, maybe even find an answer in an existing hosting support topic!
