No thats not normal. what were you trying to so when you got the error?
If you were trying to access your databases, it might be related to the current Cpanel outage:
I can see you’re new to the forum. In the future, please try and refrain from just posting a screenshot. We can help you a lot more if you write out a detailed description of the problem (if you use the hosting support catagory, it even gives you a template to fill in)
