FTP Quota Exceeded on Empty Account

The system says I have exceeded my storage limit, but my account settings show that I still have available space.

Do note that this error can also occur if you exceed the inode usage, not just disk space.
Additionally, if you haven’t exceeded inodes limit either, this issue might happen when using the online file manager. The online file manager is sometimes buggy and can throw this error. It is recommended to use an FTP client, such as FileZilla, to manage and upload your files:
