Have you opened the control panel for your new account? (Not to be confused with the client area.) Technically, you have to access the control panel at least once for the FTP account to be active, and sometimes the client area fails to do that automatically.
Did you try using FileZilla as frank recommended to you? If so, could you please provide the full logs from it? It may help us get to the bottom of this.
