Before I go for premium hosting, I want to upload software to my website in the form of a ZIP which will contain a .EXE and a .TXT file.
I know .EXE files are not allowed, but would a ZIP file like I’ve described be allowed?

I believe if you upload the .exe files, they will be deleted automatically. As per the txt, they should be just fine. However, keep in mind that websites should produce content for users, so having just txt files would probably not be allowed.
Premium hosting still isn’t intended to be used as file storage/file hosting. You might be okay if it’s just that, but to be on the safe side you may want to upload it to an actual file hosting service such as Dropbox or Google Drive. Alternatively, you could run your site on a VPS. It would be fine there, as long as it isn’t anything illegal.
I’m looking for a hosting service that can allow downloadable software and host a web site in the same service, who knows where I’ll go with this

That’s exactly what having a VPS would allow you to do since you’d have full control over your virtual server. Shared hosting (aka web hosting) has strict limits about what you can do with your hosting account since the hosting company has to ensure that servers used by dozens to sometimes thousands of different customers remain online and not overloaded. A virtual private server on the other hand is computing power dedicated to just you, so you have more control over it. I would probably do that in your situation, but just using a file hosting service would be easier to set up and manage.
The rules on premium hosting are the same, however enforcement is a lot more lenient. Having some downloadable files on premium hosting is fine, so long as you’re not consuming unreasonable amounts of disk space and bandwidth doing so.
A VPS sounds the way to go, but I’ll maybe start off with something cheaper first and see how things go.
