Why do you want to chmod a file? What issue are you hoping to solve through it? If you can tell us the problem that you think can be solved with chmod, we can help you find a solution for that problem instead.
In the 10+ years that I’ve been running this hosting, I’ve yet to see a single case of a problem that was solved with chmod. Meanwhile, I’ve seen many cases of people messing up their file permissions and locking themselves out of their own files. So that’s why the function is disabled.
