Error establishing a database connection

My website shows " Error establishing a database connection"
I’ve completed most tutorials on how to solve this but when in my Cpanel in the MySQL Database the option “Admin” for my account does not work, I cleared the cookies in my browser but still same issue. I read there was some error on the website but it was solved so is it back again or not?
Do I wait or perform some action?

I was also having the same issue with my blog (which I remind you I don’t touch that much), which I didn’t resolve by changing username and password on my configuration file, but I got it working by changing my hosting account password as well to try and force the system to fix the permissions! If it doesn’t work on your end try it as well: Though the wait isn’t necessary, it’s still good measure to make sure your WordPress websites will work again. Also, make sure to update all your wp-config…

Log into your Client Area, go on the hosting account you’re experiencing the problem, click on “Account Change” and then “Update Password” if you agree to generate it randomly (or fill in the “New Password” field with the new password you want to apply on the hosting account before clicking that button).
