You cannot alter anything outside Htdocs.
This happened and to me when I am going to delete a directory also I can’t change CHMOD

If you tried deleting the htdocs, you can’t.
The only directories and files that can be deleted are the directories and files in htdocs.

Well then, if you are trying to delete the parent folder of your htdocs (Your user folder), I think that the system owns it (my best guess). Plus, if you did that, your site wouldn’t exist.
