It is already kinda obvious what is causing this error. Did you take a look at error message? It said: The website’s configuration prevents you from accessing this page. Which means that in this case chat.php is misconfigured.
Did you migrate from your previous host to us? That could be the reason why you are getting this error.
Also note that chat systems are not allowed on InfinityFree as they take alot of resources.

I would like to remind you that hosting chat scripts is not allowed with us. I’m not entirely aware of all security features, but I can imagine a file called chat.php would simply be blocked from our end.
