How I can enable image upload on MediaWiki for the website windowswiki.rf.gd, MediaWiki say that I need to put the value file_uploads to On on the php.ini file but on other topics the support said that we can’t access php.ini
You can’t change the php.ini file. Also, you will be responsible for all content on your site, even if you did not put it there. Why do you need the feature on anyway?

But why the file uploads are disabled by default ?
Because it’s disabled. Not all features can be given away for free! It can also lead people to suspensions, as any TOS violating images uploaded will be blamed on you.

File uploads are not disabled by default. The file_uploads directive is set to On for all accounts, which means you can upload files on your website.
Something must be wrong with your settings or installation then.
