That’s because you’re using localhost as database hostname. Change it to sqlXXX.epizy.com

This exact error is listed in our Common MySQL Errors article. Please see it and the common errors for it:

Note that I don’t think it’s caused by using localhost as the database hostname. If you did, you would get a different error.

Please note that URL shortener scripts are frowned upon because they are often abused by spammers to hide malicious links. As long as you’re implementing proper controls to prevent just anyone from creating links, I’m fine with them, but the account review people may think differently about it.
