How do I know when a new CNAME record will take effect?
DNS records take up to, but generally less then, 72 hours to take effect globally.

CNAME records are typically live within minutes. However, it can take a lot longer for it to be visible everywhere due to DNS caching. How soon your SEO service will detect the CNAME records depends on how they have setup their systems. It could take a few minutes, a few hours or a few days.

Currently, I have verified the ownership of the website/domain name with Google Search Console, for testing my website’s SEO. Below is an image of successful verification. Thank you everyone again! 
Another question: Can Google BOT access to my sitemap.xml file? I am using free plan hosting.
Googlebot is not affected by the security system, which is explained here:
So yes, it can access your sitemap as well.
