Chmod is not available on free hosting as it tends to cause more problems than it fixes.
Admin has said previously he can’t turn on permissions for individuals on request… Sorry

What software is it that you’re trying to use? CHMOD can’t be enabled, but perhaps there’s a workaround or way to override the expectations.

Are those values next to the permissions the current permissions or the desired permissions?
In any case, I can tell you that the permission changes are completely unnecessary from a security and functionality perspective. Your website has all the access it needs, and nothing else can access it. Any concern you may have cannot be addressed by file permissions.
However, website software developers sometimes have a different opinion about the importance of file permissions and their relevance, and will outright refuse to let you use their software if your file permissions are not setup in the way they want.
But if we know which software that is, maybe we can indeed try to find a workaround for the issue.
