Yes, that’s correct.
The short answer is exactly what you see: there is no PHP info in the control panel, if you want to see PHP info, you can get it with a PHP info file on your site.
The longer answer is that it used to actually show PHP info, but it showed the PHP info of a demo site, not your actual site, so the information shown was often wrong due to changes in server configuration or partially rolled out updates.
So it was decided that we’d rather tell people how to obtain the right information themselves than to give them incorrect information in the control panel directly.
