Can't install wordpress into my site

What I’m seeing is: This site can’t be reached

Maybe your ISP or firewall is blocking port 2082 from being accessed. Try to access the cPanel Demo here and if you can’t access it too, that means you have to contact your network administrators or unlock the port 2082 from the firewall.

I can acces the given website, it shows me the login page.

Try accessing the Softaculous cPanel Login System from here, click “Advanced” and click on “Proceed to the site (not secure)” and login with the credentials of your account you can find on the Client Area, by clicking on the account named “Website for {your domain}” and then copying username, pasting it, and clicking on “Show/Hide” to show the password and copying it.

I can’t access to https://185.27.134.70:2083/ also. It says: This site can’t be reached

185.27.134.70 took too long to respond.
When I run windows network diagnostics it says : The device or 185.27.134.70 is not responding.

That’s weird. Try contacting the network administrators about this or install WordPress manually. You can find the instructions to install WordPress manually here.
