My answer here to your question is the same as what I’ve answered to a number of people reporting the same issue recently:

Can you tell us anything else about the issue? I’ve seen more reports about timeout errors during uploads, but so far I have not been able to reproduce the issue. What were you doing in phpMyAdmin that triggered this error? It looks like you were trying to import a file? What type of file were you trying to import and what size was it?

In short, something seems to be going on, but we haven’t been able to find out what yet, and reproducing it is hard.
