I think the phpmyadmin server is down. It should resolve on it’s own after sometime.

it starts uploading the then it stops after a moment
My answer here to your question is the same as what I’ve answered to a number of people reporting the same issue recently:
In short, something seems to be going on, but we haven’t been able to find out what yet, and reproducing it is hard.
