The TOS says HTTP download is unaccepted.
If I upload some music to my website, just used for playing as background music. Someone may use a resource sniffer and download this music, is it also unaccepted?

Yes, this is restricted but you can do this as long as it does not overuse and lag the servers.
Streaming and Software Downloading sites are restricted.
Also glad you payed attention with the TOS.

If you have a few songs which play in the background when someone opens your website, that’s fine. As long as you don’t turn it into a self hosted Spotify, it’s no problem.

That’s not really possible. Direct downloads from free hosting is blocked on the server with a security system.
